In a bowl, marinate the ray wing strips with soy sauce, oyster sauce, Shaoxing wine, and sesame oil. Let it sit for about 15-20 minutes

Drain & discard the marinate.

Heat vegetable oil in a wok or large skillet over medium-high heat. Add minced garlic and ginger, and stir-fry for about 30 seconds until fragrant.

Add the marinated ray wing strips to the wok. Stir-fry for about 2-3 minutes until they start to turn opaque.

Add sliced scallions and chili pepper (if using) to the wok. Continue to stir-fry for another 2-3 minutes until the ray wing is cooked through and the scallions are wilted

Sprinkle with sesame seeds. Season with salt and pepper to taste.
